The device will be able to operate off the DC in the substation 12Vdc – 150Vdc. Additionally the device will have the capability to run of a 230Vac power source and charge a 12V backup battery if need be.
Access Control
A list of authorized users will be kept in a database. A maximum of 500 users will be allowed in the list of users (one list per substation). This list of verified users can be edited from a web application and uploaded to the remote hardware over the internet. The list will also contain the users cellphone number and\or smart remote number.
Verified users will either use their cellphones or smart remotes to arm or disarm the alarm system. When using a cellphone a missed call can be made to the battery charger installed in the substation. If the cellphone number is in the list of authorized numbers the alarm will disarm. Calling the number when the alarm is disarmed will arm the device. When users have a smart remote they can simply press the button to arm and disarm the system.
There will be two LEDs installed on the outside of the substation building. One red and one green. The red LED will be used to indicate that the alarm system is armed, and the greed LED will indicate that the alarm is disarmed (flashing).
Every time the system is armed or disarmed a time stamped event will be saved in a remotely hosted database table. The event will contain the name and surname of the person who armed\disarmed the device, time and date and cellphone or smart remote number. These event will also be displayed on RMS-Portal (web application used by Tshwane to monitor substation event).
Communication
The alarm system will report events to rmsportal.co.za. The alarm system will not have an additional SIM card but rather connect to the battery charger in the substation (via 2.4GHz RF Link) in order to get access to the internet.
The following events will be reported;
- Alarm AC Supply Failure
- Alarm AC Supply restored
- Incoming call from authorized number
- Incoming signal from authorized smart remote
- Alarm Armed
- Alarm Disarmed
- Gas Refilled
- Intruder Detected
These events will be displayed on any number of TV screens via rmsportal.co.za so that Tshwane and reaction units access the information. Furthermore every event can be set up to send out an Email and or SMS notification. The message will contain relevant information about the substation, event and contain GPS coordinates to the substation.
A mechanism will be needed to dispatch armed response units to the location.
Pepper Gas Alarm
When the alarm system is armed and movement is detected vie PIR (passive infrared sensor) the system will power a solenoid so to release pepper gas into the substation. The solenoid will be pulsed every time movement is detected. Intruder detected signals will not be sent to the back office more than once every 5 minutes.
The alarm system will have a button that must be pressed after the gas canister has been refilled. This will help when planning routes for technicians to refill gas canister.
Gate Motor
The gate motor must be housed in a steel enclosure that is tamper proof. Authorized users must be able to open and close gates with either their cell phone or smart remote. The motor must be a DC motor so that it can be operated during times where there is no AC power supply. The gate motor controller will be able to communicate the following events to rmsportal.co.za;
- Opened (including details of user that opened the gate)
- Closed (including details of user that closed the gate)
- AC Fail
- AC Restored
- Battery Voltage
- Low Battery Voltage
- High Battery Voltage
- Excessive Vibration
- Motor Over Current
Users must be able to release the gate motor gear from either side of the gate.
Door Locking System
The locking system will actuate a robust mechanical lock that can be installed on a wide variety of doors. The device can be locked\unlocked with a user’s cellphone or smart remote (authenticated users only). The device will have a battery backup so that it will be unaffected by AC power outages. When the backup battery is drained an access latch will open so that it can be charged from outside the building.
The device will communicate the following events to rmsportal.co.za;
- Unlocked (including details of user that initiated the action)
- Locked (including details of user that initiated the action)
- AC Fail
- AC Restore
- Battery Voltage (Low and High)
